THE AUTHORITIES DIVISION
Signature institutions- colleges and universities, businesses, hospitals, cultural venues- help shape the profile of their region and provide the impetus for future growth and health. Keeping Allegheny County’s signature institutions growing and healthy is the goal of ACED’s Authorities Division.
The Authorities of ACED are an integral part of economic and municipal development throughout Allegheny County. When our institutions pursue broader impact, it’s often Authorities Division financing that makes it possible. The six entities that make up the Authorities Divisions collaborate with State, Federal and local governments, as well as other organizations, to underwrite the success of large scale community projects by issuing bonds, allocating grant funding and administering tax-exempt financing. They work hand-in-hand with municipalities and municipal agencies to assist with capital needs. They’re also active in the private sector, where they help business expand.
Each of the six Authorities specializes in a component of the County’s development. Although each Authority has its own specialty, collectively they have access to a wide range of resources. In 2009, the Division authorized or provided nearly $600 million in financing assistance, irreplaceable support that will serve as a major force in the County’s ongoing vitality. Many of the County’s most important institutions tap these resources to keep pace with evolving user needs. Their work assists many important institutions that touch most County residents and makes a major contribution to the livability of Allegheny County. Darnell Moses, the manager of the Authorities Division, oversees day-to-day operations.
