Business Development
To help businesses succeed and grow, the Business Development Division maintains a financing arsenal that is potent. It includes:
- The Allegheny M/W/DBE Contractor Working Capital Loan Program (WCLP), which provides accounts receivable financing through the Redevelopment Authority of Allegheny County for small contractors executing public agency contracts.

Allegheny Small Business Loans, another program begun in 2005 to assist entrepreneurs in distressed areas.

Allegheny Target Industry Loans, which focus on developing industry clusters and recruiting companies from outside the County. This program was launched in 2005.

Allegheny Together, a new program conceived to revitalize central business districts in the County’s municipalities. Community Development Block Grant (CDBG) funding is available to community-based groups for organizational development, grant writing, data collection, comprehensive planning and project implementation.
