Consumer Programs

The Consumer Programs group provides a wide array of products, funding and services to residents and nonprofit agencies to meet essential housing and human services needs of low/moderate income Allegheny County homeowners and prospective homeowners as well. Programs available include:

• Allegheny Home Improvement Loan Program (AHILP). Through AHILP, ACED addresses the needs of individual homeowners and provides funding assistance that enables low-income homeowners to improve their homes.
• Allegheny First-time Homebuyers Program. This program offers low-interest mortgages to first-time homebuyers and Closing Cost and Down Payment Assistance to eligible first-time homebuyers.
• Allegheny Targeted Area Homebuyer Program. This program provides low-interest mortgages to all homebuyers in targeted census tracts.
• Allegheny Homeless & Human Services Grants. Through ACED’s Community Development Block Grant Funding and its Emergency Shelter Grant Funding, the Consumer Programs group awards contracts to many nonprofit agencies that provide essential services to the County’s vulnerable populations.
• Allegheny Vacant Property Recovery Program. This program operates in eight of the County’s most distressed municipalities.
