Types of Financial Assistance Available

For those eligible for IMPAC financing, we offer two types of loans:

Emergency/Priority Loans

The purpose of the Emergency/Priority Loan Program component of IMPAC is to provide timely financing to homeowners for the repair of homes with code violations or emergency conditions that present health and safety hazards and/or pose the risk of further structural damage.

  • 0% interest rate (if very low income)
  • 3% interest rate (if low/moderate income)
  • $5,000 maximum loan amount (single-unit properties)
  • $7,000 maximum loan amount (two-unit properties)
  • Loan terms: 12 months to 120 months
  • Collateral: mortgage secured
  • Processing fee: none

Regular Non-Emergency Loans

The Regular/Non-Emergency Loan Program provides financial assistance to homeowners for the rehabilitation and improvement of residential properties. Recipients are required to utilize a portion of loan proceeds to correct code violations, if any, and to undertake lead-hazard reduction/abatement activities, if applicable. (Go to Lead Paint Regulations for more information.) Remaining loan proceeds can be used to complete energy-related improvements and general property improvements.

  • 3% interest rate
  • $20,000 maximum loan amount (single-unit property)
  • $25,000 maximum loan amount (two-unit property)
  • Loan terms: 12 months to 240 months
  • Collateral: mortgage secured
  • Processing fee: $300 (fee can be financed)
