Providing safe, affordable housing for County residents; expanding the County’s
affordable housing stock; assisting residents with the acquisition and rehabilitation
of homes — all are key ACED objectives, and all are coordinated by our Housing &
Human Services Division.
The Division’s Housing Development group
undertakes such major projects as providing financial support for the construction
or rehabilitation of for-sale and rental housing developments that provide affordable
options for residents.
The Consumer Programs group provides home repair/rehabilitation
loans and homebuyer mortgages directly to eligible residents. It also awards grants
to nonprofit agencies that meet a wide range of human services needs throughout
Allegheny County.
In a typical year, the Division manages several hundred projects, creating and improving
affordable housing units throughout the County and supporting a variety of human
services and homeless assistance projects.
As with all ACED activities, our residential development efforts are far-reaching and
collaborative, involving Federal financing from the U.S. Department of Housing and
Urban Development
, State funding through the Pennsylvania Housing Finance Agency
and the Pennsylvania Department of Community and Economic Development
and support from the philanthropic community and banks, which originate loans for
home purchase and renovation.
