The 2009 1 Year Consolidated Plan is the County's strategy for the allocation of Federal funds for the period March 1, 2009 through February 28, 2010. The Federal funds applied for in this plan are the Community Development Block Grant - Year 35 (CDBG), HOME Investment Partnership (HOME) and the Emergency Shelter Grant Program (ESG).

Neighborhood Stabilization Program (NSP)
Substantial Amendment to 2008 Consolidated Plan
The Neighborhood Stabilization Program funding is provided through HUD's Community Development Block Grant (CDBG) Program under the Housing and Economic Recovery Act of 2008. Allegheny County has been allocated $5,524,950. These targeted funds will be used to purchase foreclosed homes at a discount and to rehabilitate or redevelop them in order to respond to rising foreclosures and falling home values.
